The Prosecutor Vetting Commission has completed the evaluation of the financial and ethical integrity of two prosecutors: Elena Cazacov, Deputy Chief Prosecutor of the Chisinau Municipal Prosecutor’s Office and Head of the Office for Representing the Prosecution in Court, and Ghennadi Epure, Deputy Director of the National Institute of Justice. The evaluation reports were sent on Friday, 19 December 2025, to the evaluated prosecutors and the Superior Council of Prosecutors (SCP), together with a recommendation to pass the external evaluation.
The reports will be made public after SCP reviews and adopts its decisions and once the legal period for appeals has expired.
Panel A of the Commission conducted a detailed review of information relevant to the ethical and financial integrity of both prosecutors, in line with Law no. 252/2023. Clarifications were requested through written questions – three rounds for Elena Cazacov and five rounds for Ghennadi Epure. Both prosecutors were informed of issues to be discussed during the public hearings.
Elena Cazacov requested that parts of her hearing be held in a closed session to protect her privacy. The Panel partially approved this request; discussions regarding pending litigations were also held in closed session. The public portion of her hearing is available here: link.

Following the evaluation, the Panel concluded that both prosecutors meet the integrity criteria under Art. 11 of Law No. 252/2023.
