On April 3, two hearings will take place: at 09:30, anti-corruption prosecutor Vasile DISCULȚU will be heard, followed at 10:00 by Ina FRUNZA-BARGAN, Deputy Chief Prosecutor of the Anti-Corruption Prosecutor’s Office.

Also invited for the same date was Inna VÎHODEȚ, a prosecutor seconded to the Anti-Corruption Prosecutor’s Office, Southern Office. However, the evaluation subject opted not to attend the hearing, making use of the provisions of Article 28(2) of the Commission’s Rules of Procedure. At the same time, she confirmed the accuracy and correctness of the information provided in her declarations, the ethical integrity questionnaire, and her written submissions. In accordance with Law No. 252/2023, the evaluation panel will assess the subject based on the information available and, in the absence of new data, will approve an evaluation report proposing that the subject pass the evaluation, provided no doubts are identified regarding compliance with the integrity criteria.

On April 7, two additional hearings are scheduled: at 09:30, prosecutor Andrei BALAN will be heard in a resumed procedure and starting at 11:30, anti-corruption prosecutor Radu PALENCU will be heard. It should be noted that on September 9, 2025, Evaluation Panel A issued its report concerning Mr. BALAN, proposing that he fail the external evaluation due to non-compliance with the financial integrity criterion, pursuant to Art. 11(3)(a) of Law No. 252/2023. The report was rejected by the Superior Council of Prosecutors, which ordered a resumed evaluation procedure on October 2, 2025.

The hearings will take place at the National Institute of Justice (1 Serghei Lazo Street, Chișinău), Training Room 005. The sessions are public. All hearings will be recorded, and the recordings will be published on the Commission’s website within three days of the hearing date.

Subjects of evaluation have the right to review the case materials prior to the hearing and may submit additional written information or explanations. They may also be assisted by a lawyer or a trainee lawyer. More information on the Commission’s work and the evaluation criteria is available on the official website: https://vettingmd.org/.
