The Supreme Court of Justice (SCJ) has upheld the conclusions reached by the Prosecutor Vetting Commission (PVC) in two more cases concerning the ethical and financial integrity assessments of candidates for membership in the Superior Council of Prosecutors’ Discipline and Ethics Board, under Law No. 26/2022. To date, the PVC has been upheld by the SCJ in all decisions the Court has yet rendered.

In rulings issued on 25 June 2025, the Supreme Court dismissed the administrative actions brought by prosecutors Vladislav Guțan and Iancu Zaporojan, who had challenged the Commission’s decisions finding that they did not pass the integrity evaluation. In its reasoning, the Court found that the Commission’s decisions were issued in accordance with legal requirements and based on a thorough assessment of the information relevant to the ethical and financial integrity of the prosecutors evaluated.

The SCJ had previously dismissed similar appeals filed by two other candidates for the position of member of the Superior Council of Prosecutors’ Selection and Evaluation Board: prosecutors Alexandru Nichita and Octavian Lazarev.
