The Prosecutor Vetting Commission (Panel A) has decided to terminate the evaluation procedure in respect of former Anti-Corruption Prosecutor Vladimir Adam. The decision follows from the fact that Adam failed the external evaluation conducted under Law No. 65/2023 and was subsequently dismissed from office. As a result, Vladimir Adam can no longer be subject to evaluation procedure regulated by Law No. 252/2023.

Prosecutor Vladimir Adam had been included on the list of Anti-Corruption Prosecutors subject to external evaluation under Law No. 252/2023 transmitted to the Commission on 23 May 2024, by the Superior Council of Prosecutors (SCP). The Commission notified him of the initiation of the procedure, requesting his declaration of assets and personal interests, for the last five years, the ethics questionnaire, and a list of close persons working in the judiciary, prosecution and public service. After the subject submitted this information within the legal deadline of 20 days, the Commission gathered additional data relevant to assessing his financial integrity from information systems, natural and legal persons governed by public or private law, including financial institutions.

In parallel, prosecutor Vladimir Adam was also evaluated under Law No. 65/2023, as a candidate for the position of judge at the Supreme Court of Justice (SCJ). On 26 November 2024, the Judicial Vetting Commission (Vetting Commission) issued a report proposing that Vladimir Adam should „not promote the external evaluation on the grounds of non-compliance with the criteria set in Article 11 para. (2) lit. a) and para. (3) lit. a) of Law No. 65/2023”. On 23 December 2024, The Superior Council of Magistracy (SCM) accepted the Vetting Commission’s report. Prosecutor Vladimir Adam challenged the SCM decision before SCJ, but on 6 May 2025, the SCJ dismissed his appeal.

As a legal consequence, the SCP took note of the SCJ decision and submitted the materials required for proceeding with the dismissal of Vladimir ADAM to the Prosecutor General. Art. 20 para. (4) Law No. 65/2023, stipulates that for prosecutors who are candidates, the effects of failure to promote evaluation provided for in art. 17 paras. (4) and (5) shall be applied accordingly, including removal from office.
