Panel B of the Prosecutor Vetting Commission approved, on Wednesday, April 8, 2026, the evaluation report concerning Vladislav Bobrov, a former prosecutor of the Anti-Corruption Prosecutor’s Office. The report concludes that the subject failed to pass the evaluation as a result of his resignation from office.

This conclusion is not based on a completed evaluation of the subject’s ethical and financial integrity under Article 11 of Law No. 252/2023. Although the evaluation process had reached an advanced stage – including the collection and analysis of relevant information and the submission of written questions to the subject – the evaluation was not finalized.

In these circumstances, the Panel applied Article 3(4) of Law No. 252/2023. Under this provision, a resignation submitted more than 20 days after notification of the initiation of the evaluation is deemed a failure to pass, regardless of the reasons invoked.

The evaluation of Vladislav Bobrov was initiated on May 24, 2024. He was notified and asked to submit his asset and personal interest declaration for the past five years, a list of close persons within the judiciary, prosecution, and public service, as well as an ethics questionnaire. The documents were submitted within the deadline. The Panel also collected and analyzed additional information relevant for the assessment of ethical and financial integrity and requested further clarifications through a round of written questions.

On March 25, 2026, the General Prosecutor’s Office informed the Commission of the resignation request. On March 30, 2026, it issued the order releasing the prosecutor from office.

The evaluation report was transmitted to the subject and to the Superior Council of Prosecutors (SCP), which is expected to adopt a decision within 30 days. The report will be published on the Commission’s official website after the deadline for appealing SCP decision has expired or within three days of final ruling issued by the Supreme Court of Justice.
