The Prosecutor Vetting Commission announces that it has completed the re-evaluation of the ethical and financial integrity of Prosecutor Alexandru Cernei of the Anti-Corruption Prosecutor’s Office, as well as the evaluation of Prosecutor Alexandru Morcov of the Strășeni Prosecutor’s Office, assessed in connection with his previous role as a seconded prosecutor to the Anti-Corruption Prosecutor’s Office. In both cases, the Commission recommends that the prosecutors pass the external evaluation.

In the case of Alexandru Cernei, the Superior Council of Prosecutors (SCP) rejected, on September 12, 2025, the positive evaluation report issued by Panel B on July 15, 2025, and ordered the resumption of the evaluation procedure. The re-evaluation was carried out pursuant to that decision. Following its review of the issues raised by the SCP, additional investigative steps, and a public hearing, Panel B concluded that the prosecutor meets the integrity criteria set out in Article 11 of Law No. 252/2023.

As for Alexandru Morcov, upon completion of the evaluation procedure, the Panel identified no concerns and found that he meets the integrity criteria established by law, recommending that he pass the external evaluation.

The evaluation and re-evaluation reports have been transmitted to the prosecutors concerned and to the SCP. The Commission will publish the reports, in accordance with legal provisions, after the deadline for appealing SCP decisions has expired or within three days of final rulings issued by the Supreme Court of Justice.

Under Law No. 252/2023, the Prosecutor Vetting Commission is responsible for assessing the ethical and financial integrity of certain categories of prosecutors, including senior officials in the Prosecutor General’s Office and prosecutors from specialized offices. The evaluation looks at ethical conduct, potential conflicts of interest or incompatibilities, as well as the legitimacy of assets and compliance with tax obligations.

The Commission carries out its work guided by the principles of independence, objectivity, and professionalism.
