In October, the Prosecutor Vetting Commission will continue hearing prosecutors from the Anti-Corruption Prosecutor’s Office and the Prosecutor’s Office for Combating Organized Crime and Special Cases (PCCOCS).
First hearings scheduled for October:
- October 9, 10:00 a.m. – Valeriu Sîrbu, a PCCOCS prosecutor, will be heard by Evaluation Panel F.
- October 13, 9:30 a.m. – Oxana Cazacu, Acting Deputy Chief Prosecutor of the Chișinău Municipal Prosecutor’s Office, Head of the Rîșcani Office, will be heard by Evaluation Panel D.
- October 13, 10:00 a.m. – Ala Căuș, a prosecutor with the Anti-Corruption Prosecutor’s Office, will be heard by Evaluation Panel A.
October 9: Additional hearing for prosecutor Valeriu Sîrbu
On October 9 at 10:00 a.m., Evaluation Panel F will hold an additional hearing of PCCOCS prosecutor Valeriu Sîrbu. The hearing follows the proceedings held on September 15 and 16, 2026, and is intended to give the subject of the evaluation an opportunity to provide answers concerning the matters examined by the Panel.
During the first hearing, held on September 15, 2026, part of the proceedings was held in closed session to protect the privacy of third parties. During the public part of the hearing, Panel F requested clarifications regarding:
- the cash available between 2004 and 2007, which is relevant to establishing the source of the savings accumulated at the beginning of the evaluation period;
- discrepancies between income, assets, and expenses in several years covered by the evaluation period;
- repeated donations received from several relatives.
The second hearing, held on September 16, 2026, was intended to address the subject’s ethical integrity. Prosecutor Valeriu Sîrbu requested that this part of the examination be held in closed session. Panel F rejected the request, and the prosecutor appealed the decision to the Superior Council of Prosecutors (SCP).
At the time of the second hearing, the appeal was pending before the SCP. Panel F assured the subject of the evaluation that the recording of the hearing would not be made public until the appeal was resolved and clarified that members of the public would not be present during the examination of the ethical integrity aspect. Nevertheless, the prosecutor declined to participate in this part of the hearing.
On September 24, 2026, the SCP examined Valeriu Sîrbu’s appeal and rejected it as unfounded. The SCP therefore upheld Panel F’s decision rejecting the request to hold in closed session the part of the hearing concerning Aspect No. 2 – Ethical Integrity.
Following this decision, Panel F scheduled the additional hearing for October 9, giving the subject of the evaluation an opportunity to provide answers concerning the matter under examination.
