The Prosecutor Vetting Commission approved on 14 August 2026 the re-evaluation report concerning Victor Cazacu, a prosecutor with the Anti-Corruption Prosecutor’s Office. The Commission recommends that he not pass the resumed evaluation, finding that he does not meet the financial integrity requirements set out in Article 11 of Law No. 252/2023.
The re-evaluation report has been submitted to the prosecutor and to the Superior Council of Prosecutors (SCP), which will examine the report in accordance with the law. The report will be made public once the deadline for challenging the SCP’s decision has expired or, if the decision is challenged, within three days of the Supreme Court of Justice issuing a final ruling.
Background to the Evaluation
On 16 January 2026, the Prosecutor Vetting Commission issued a non-promotion report concerning Victor Cazacu.
On 12 February 2026, the SCP rejected the Commission’s report and ordered the evaluation procedure to be resumed to “clarify and reassess the issues identified by the Commission and ensure a consistent, coherent analysis in line with the requirements of Law No. 252/2023.”
As part of the initial evaluation procedure, Victor Cazacu was heard twice. The first hearing was held before Panel B, while the second took place before the Vetting Commission after Panel B failed to reach the unanimity of votes required to approve the evaluation report.
During the second hearing, the Commission requested additional information and clarifications regarding discrepancies between income and expenditure, properties owned, and loans.
As part of the resumed evaluation ordered by the SCP, Victor Cazacu was heard once by the full Commission.
